Project Whisper was organized in secret within Ministry of Air. It was designed to be a stealth suit capable of cloaking the user for hours even a day at most due to it star rock power cell. Those within the Ministry of Air thought it would be a good idea to assassinate high value targets, one of them being the Zebra Pharaoh. When Prince Vespier got wind of this project he quickly had terminated and all of it's blueprints were destroyed.
